Dawn, here’s a spoiler free recap of this first movie so you can enter the next one ready to go but not with info you shouldn’t have. I never read the books so some of the subtext I write about may be off for those who are in the know, but I hope this is helpful: Jason Bourne was one of the agents working for the CIA as part of the Treadstone project, which specially trained agents to work alone and at high efficiency through behavioral and pharmaceutical means. Jason was sent to kill Wombosi, having planned out the entire mission upon getting his order to do so. Seeing the kids led to him questioning his training and he chose not to follow through. We saw 3 other Treadstone agents in the film, 1 killed in the Paris apt., the 2nd killed in the open field, and a third who in the street at the end killed Conklin, the operational head of Treadstone. The man overseeing all of it is Ward Abbott, who we see at the end speaking to a government intelligence committee to justify budgetary spending most likely. After greenlighting the death of Conklin, he goes on to tell that committee that Treadstone never even became operational and starts talking about a new program called Blackbriar, hoping Conklin’s death and probably a number of other off-screen efforts will keep his involvement in the actions of the agents secret.

If there is a specific plot point you have a question on, myself or others I’m sure would be happy to help without spoiling future events. I hope you continue with at least the next two films, I think it’s a very good trilogy and find the story arc across it compelling.

I don't see Mr. Bourne or Mr. McCall obeying the rules of The Continental, because they don't enter into contracts for carrying out their assignments. Other than that, I can't be sure.
