There is some long-term thought into the CPC thinking here. A high pollution level will, by natural selection, breed a more smog-, food-chemical-, radiation- and disease-tolerant populous, and in 50 generations (Chinese always have a long term view on geopolitics) they will be able to engage in thermo-nuclear war with too much affect on their own people... Why do you think the one-child policy has been repealed --- they need more lab rats.
