Here, I'll posit this: The Chinese have built whole towns that are now empty, although they are often very, very friable per the construction. But, say that in the coming war they get towns destroyed. So they send the people to these empty new towns. Coupled with their long term grain hoarding it does create a possible scenario. Just sayin'...
