The best way to “Fix” its problems is to permanently locate the event. For the Summer Games, I would permanently locate them in Greece where the games originated. Countries participating would contribute to the construction and maintenance of the venous. Each event could have an official national sponser. Some of the events that Greece does not have the geography for could be located in surrounding counties accessed by railroads. The winter games would be in Scandinavia. The housing during the summer games could be on leased cruise ships. These ships can house several thousand people on each of the larger vessels. The security concerns would be much simpler. The Winter Games are much smaller and railroad-connected venous and housing would be easy. The corrupt IOC would be sidelined.

The Swiss would be a good model. All of the able-bodied citizenS is a well trained part of the national militia. You literally keep your military weapons in a closet in your house and you are expected to train with them constantly, and they do.
