Freedoms in Hong Kong have been significantly eroded since the national security law was passed one year ago. The law allows extradition to mainland China, which means that people who anger Beijing are no longer safe in the city. you were asking why Britain didn't insist on an enforcement mechanism to be included within the Sino-British 1984 Treaty, and I think basically Britain had to believe and show it's complete trust in One Country Two Systems because of the fact it was essentially handing the Hong Kongers over to the CCP without them having a say in the matter, and they also knew that if they didn't try and get some kind of deal then China could just march in on July 1, 1997 and legally Britain wouldn't have a leg to stand on.
