On the flipside, I doubt the Premier wants to own anything currently going on with China. So allowing Xi to usurp his authority and render him powerless means he can now claim to be blameless for everything that is currently happening. So for the pro-Xi faction, its a power gain/grab for Xi. For the anti-Xi faction, it shields the Premier from whatever is likely to hit the proverbial fan in due time. So long as Xi doesn't purge him in the interim.
