Tight battle for these characters this week but Kronya from Fire Emblem Three houses takes the cake. it's her 2nd time winning the poll. 

Actually, when i try to find and look on her design courtesy of google, She's kinda cute tbh. These kind of character ain't lovable (unless you're into it, you know, crazy girls) but hey clown tits is a waifu material. Change my mind.
