Some of these soldiers have overworked themselves, so if you find them too muscular, just hit control+shift+c in live game mode and when the input bar appears at the top of the screen, type in this cheat... cas.fulleditmode and press enter.
Then go into create-a-sim, click on the body, and pull down the muscles slider to decrease the amount of muscles.
