This document was published by a neo-conservative think tank in 2000, a year before 911 & the so called "war on terror". It includes many of the names who helped get Bush Jr elected & advised him during his time in office. Iran, Iraq, Libya, Afghanistan, were all targeted for "regime change". They're simply ticking off all the countries they listed in the document. This is yet another example of how the deep state (i.e unelected money men) ultimately get their way, irrespective of which political party is in office.
