Hardball and monster ball both good hot fuzz is a good movie.

Not a film but The Dark Crystal series on Netflix is one of my favourite shows. The themes are similar to what you talk about: conspiracies, human (or Gelfling) sacrifice, bad rulers pretending to be good. The villains, the Skeksis, are the perfect representation of who rules us. Also, the creator of the franchise died early in strange circumstances (no surprise).
