Sandstorm is probably the best time to hijack a docked ship if you lack your own. It takes a lot of courage and stupidity to take off during such harsh weather conditions, but if you are really desperate to leave this shithole, you should probably try your luck.
Don't forget to hack or gently persuade ATC before you embark it, stealing a mag-locked spaceship is never a great idea.
