The reason there's no pay off at the end is because the actor who played the Shakri was an absolute asshole on set. He deliberately messed up his lines, performing them so badly and ruining everyone else's scenes that they literally ran out of time and money. They had to completely craft an entirely new ending around what little salvageable footage they had. Such a shame, because up until that point, it's a STELLAR episode! The original ending actually had Amy and Rory saving the day, and a massive payoff that would have been amazing.

Steven Berkoff played the Shakri in this episode. He’s an absolute arsehole because he thinks he’s above everyone else! I felt that Series 7 suffered from the single episode format. There are some episodes that should’ve been two parters. The Power Of Three is one of them. I think Steven Moffat made a huge mistake by dropping the multi part episodes in the season. Last season’s finale The Wedding Of River Song should’ve been a two parter.

From everyone's comments, it sounds like there was drama on set, which may have caused that abrupt ending. That's too bad. If it wasn't for one arsehole, this could've been a great episode
