In my opinion the weakest of the series, but there were still some really strong moments throughout, and I love the introduction of President Coin

I can get the change of having Effie be in 13 instead of jailed in the Capitol (just a note, in this scenario, she made a different call, but as Haymitch's closest associate, she would absolutely be arrested in the Capitol)--she's certainly much more recognizable than Katniss's prep team--even though it does make some movie-only folks quite confused about a major side plot in one of my fanfics (;p), but I do have one major issue here, and that's the introduction. It's the exactly *opposite* of what was supposed to happen with the preps, and the decision undermined some things. Effie is introduced here as just refusing to leave her room while Plutarch reminds her that she's free to, while the preps in the book are introduced chained to the floor in a dungeon because they broke a rule they didn't understand, and Plutarch hadn't even bothered to check on them. Gale and Katniss have a fairly large fight when Katniss is infuriated about it. It really sets up the conflict for a lot of the rest of the story and is the first serious hint about 13's nature. I don't know why they chose to change that.
