This episode might very well signify a calm before the storm. Hitler tries to rally his (presumed) allies for his cause, but all of them have ulterior goals and agendas. Those agendas might be not just annoying to Hitler (which they are), but might have bigger ramifications for the remainder of the war.

I saw in a documentary about WW2 that after Hitler's meeting with Franco Hitler said that "he would rather have his tooth pulled without Novocaine than talk to Franco again."

I just have to say that binary division is not a bad one. Germans started using them since 1941 (started in Africa I think), British had them and so on. Binary division is more manuverable and faster. You just need to have more officers and transports to fill the staffs and ressupply units.
