As for fusion: 1) A fusion only acts as its own individual when the people involved are in sync, mentally and emotionally. Hence why Ruby and Sapphire's love allows Garnet to stay Garnet for a very long time. Any mental disturbance can disrupt the fusion, leading to more of the fusers' thoughts and personalities coming out through the fusion or the fusion coming undone altogether. 2) A fusion can be forced. As you see with Malachite, Jasper attempts to break free after realizing Lapis' plan and she forces Jasper to stay bound to her. You can also see how incredibly unstable Malachite is with Jasper & Lapis' voices and personalities being prevalent separately rather than combined as one.

I know you were wondering why ruby and sapphire weren’t as openly affectionate with Steven as garnet is and I think that’s because most of the relationships they have, they have as a fusion. So, they’re more comfortable in these relationships as garnet rather than separate. But they do care for Steven, when he tried to touch the wall of ruby’s cell, she freaked out because she thought he would get hurt and with sapphire she took Steven with her when she went to find ruby because she wanted him to stay near her and didn’t want to leave him behind.
