His name is Felix, and just like you said he is often called by Felis, as a nickname. Also because it's translated from japanese there are other forms of his nickname, like Ferris. These all are used interchangeably by the fans.

If you're talking about Crusch and her subordinates, Subaru and Emilia are their political rivals, they have nothing to gain from helping him nor are they obligated to do so beyond healing him, but that's because Emilia contracted Crusch to do. But other than that they are not exactly allies or friends, they're being "friendly" to Subaru out of common courtesy since he is their guest for the time being, that's all.

Yes I know that they are rivals but if I knew people where potentially in danger of being slaughtered then I would at least offer a helping hand but that’s just me.
