I think Heimerdinger bears a lot of responsibility for how Piltover is in the first season. He is the father of Piltover and look at how divided it is. I think like was said in this video his comfort is more important to him than doing the hard work and looking at things for the way they are as opposed to how things were. Take the concert scene where all the deals are happening with the council and how he just paid attention to the beauty of the concert.

Mmmm, I don't really agree. Sure, Heimer does bear some responsibility, he was part of the people in charge. But I think the concert was showing that Heimer isn't part of the corruption and that he has a trust in people to do the right thing that is perhaps shocking in someone who is over 300 years old. It is never specifically addressed, but it seems that each chair of the council is responsible for certain things. Jayce was elevated specifically to oversee Hextech security, and it is likely that Heimer is responsible for the Academy. In such a position it is unlikely he would see much of how the undercity was treated. Heimer fell into a trap a lot of honest leaders fall into, they trust the people they work with to be diligent and forthright in their duties. Perhaps he should have known better, but I like that 300+ years haven't jaded him nor dulled his ability to trust, nor keeps him from finding wonder in the world, still.

I'll agree to disagree on Hermerdinger. I do believe that each person on the council bears responsibility for the corruption in the undercity but that doesn't take Hermerdinger out of that equation, if anything you could blame him and the rest of the council of being willfully ignorant. It seems bad to me because with him being alive for so long and a scientist (you would think he would at least be curious about the undercity due to its reputation-like Caitlyn asking Jayce if he was scared to go to the undercity), it took him getting kicked off the council and put in a position of discomfort to go to the undercity and see what's going on. It's just strange to me because he's so careful when it comes to certain things and has this air of being a mentor to Piltover so it looks bad when he also isn't aware of what's happening in the undercity, he is the head of the council. The rest of the council not knowing is really bad and off-putting especially when they show through their words and inaction that they think they are better than the people in the undercity. Not knowing for 200 years, that's inexcusable, like how tucked away are you in your little bubble? That's some of the reasons why I thought Jayce made a point when he told Hermerdinger that speeches weren't going to cut it, which in the end motivated him to actively go to the undercity and really see what was going on. I don't think he's a bad character, I just think a lot of people don't think that he has anything to do with how the undercity turned out because he didn't intentionally do anything but that's the problem, he didn't do anything. I will say I'm happy that he's gone to the undercity and will be teaming up with Ekko and the fireflies, like you said he isn't so jaded that he's lost his ability to trust or you know to change.
