Samuel didn’t make the top 10. The guy who ranked 3rd was reiners friend bertholdt (Bert-holt). They were the only two other guys who experienced the horror of the titans 5 years ago and both want to return to their hometown. We can assume that bertholdt is hanging out with Reiner somewhere else in the trost district depending on where they were posted by the higher ups. Also at the start of the episode when commandant Keith shadis is rating all of the recruits he mentions bertholdt right after Annie. “Bertholdt Hoover: he possesses incredible potential but he is too mild mannered to use his full potential”. the scouts actually left that morning for a mission of their own so they are not in trost to defend against the titans coming in. It’s just the new recruits and the garrison who are already located in trost e.g. Hannes.
