HFIL comes from the old dub of DBZ. It was very censored, all references to death or dying was removed and replaced with “being sent to another dimension.” And Hell, which is the place with the ogres that Goku landed in when he fell off Snake Way, was renamed to HFIL, or the Home For Infinite Losers, and the ogre’s shirts were repainted to say HIFL instead of HELL.

So a few context pieces: HFIL was a dubism for the original run. They couldn't say Hell so they changed it to HFIL or "Home For Infinite Losers." They chose that because it was possible to edit out any appearances of the word HELL that appears throughout the show by taking the bottom off the E and the extra bit off the first L. They do have a show called HFIL where they play with 3d models off dead characters to make some pretty hilarious stories. The whistling is based on Namekians having absurdly good senses of hearing so the pitch of whistling is enough to cause them pain. The "champion christmas" form goku goes into here is actually supposed to be super sayain. But when this movie was made, Toriyama hadn't even gotten to that part of the manga so they had no idea how Toriyama would design it. It wasn't until very close to the chapter's release that he decided to change the hair color. The original title in Japanese is actually Dragon Ball Z: Super Sayain Son Goku
