One important thing to keep in mind is that the avatar must learn bending in a certain order, Aang must master air then water then earth and at last fire. That's why he couldn't stay to learn earth bendind with Bumi in the previous season.

I'm sure someone has mentioned but Aang has to learn the elements in the order of the avatar cycle. first his born element, then water, earth, fire. If he had been a water tribe avatar, water first, then earth, fire and ending with air. if he had been born to the earth kingdom, first earth, then fire, air and then water and so on and so forth.

Bumi couldn't teach Aang before because Aang has to learn in order of his cycles. It's part tradition, part requirement. The Avatar's personality is going to be determined by their Core Element, and one has to redefine their thinking and personality to bend a differnet element without blundering. A narrow-minded Airbender would never get anything done. Aang is a free spirit, so he'll be naturally gifted in his second element, Water, and it's pretty easy to understand. We'll see why Earth comes after it soon.

I know this was from 2 months ago, but I remember reading somewhere that the creators said that it's up to the audience. If you think they kissed, then ok, if not, also ok :) I personally don't think they did for the same reason that Exzimius mentioned.
