An idea you can do with pet shop is you can do all mission on Naagi there. You could do a tier exclusive Naagi. You can have the pet shop owner researching on the Naagis and can give a bit lore and help give idea where the other Naagi are. I don’t know how many Naagi you’re planning to put, but let say if you find them all it unlock a special Naagi like the King of the Naagi.

I realize I'm in the minority but brothel plots in RPG are boring to me. Far more fun if they're a real character involved in the plot than just transactional sex. Unless you make them real, three dimensional characters, like one where you help them get out of the brothel and set up their own, I dunno, liquor-making business, which unlocks an extra strong health potion you can buy on the side or some such in addition to booty calls. That could be fun.
