$3 tier and commission price changes (Patreon)

Updated voting rights - it's still about voting, but I wanted it to reflect what I've actually been using the tier for. (Less "What do I write next" and more "How do I write it". 

I'll be sure to hold an actual "What should I write next?" poll this month, for those who joined the tier explicitly to vote on those issues, but I'll be leaving the general-type of poll more open ended for the future (There will be polls, though.)

Also, officially changed the price of commissions as I said I would. Again, though, if we have a current commission worked out, this won't change anything.
