If u realy think about it atom bombs are doing the same to us right know the existence of such a big weapon creates peace cause everyone is afraight of them so it is basicly what he is trying to do to prevend war by fear of destruction it is the same situation we are living in the real world right know

The most misunderstood thing about Pain. Is that he doesn't ultimately wanna have to carry out his plan, and till the end, he carried some form of hope inside him to find another way, but he lived through a purposeless war for way too long, so he's learned the brutally hard way that people are unable to live in peace until they all truly grasp how much destruction it brings about. He is fine with momentary peace, because eternal peace is something only a child can imagine. Also, what happened to Nagato has everything to do with Naruto, because he lives in the most peaceful, prosperous village in the Five Great Nations, BECAUSE the soldiers that attacked Nagato's village and committed war crimes against his people, never had to face any consequences. You may say it was long ago, but it was just 20 years ago. I'm not saying I agree with Pain's actions, but I can understand them.
