Shaefer Court (I spelled it two different ways in the strip but I think "Shaefer" is the correct one) used to be Shaefer Street but at some time in the distant past the University bought it from the city and blocked it to traffic.  It ran in front of the Hibbs building, which housed the cafeteria, the bookstore, and the English department.  A section of a side street was also part of the Court, which protected access to the Painting & Printmaking building, the Biology building, and the library.  For most of my time there, Shaefer Court was a hazard area due to skateboarders hurtling in all directions and ollying over pedestrians.  If you stood still for too long they'd try to rail grind on you.  The administration decided they could solve the skateboarding problem by filling the street with loose gravel, and it worked - only to be followed by a storm of complaints that the area was now inaccessible for the handicapped, and a sure-fire cause of injury for women in high heels.

I had make a delivery through a carpark with gravel. I could not pull or push my trolley through it. the pain is real!

How were they not sued and/or fined for doing something so asinine? Or is that the "paperwork" you mentioned? lol

They may have been. I can't imagine them making any effort to remove the gravel otherwise.
