So because Nori is an endangered species she's not allowed to interact outside set environments? Is she in a wildlife sanctuary because unless they're doing something to her I can't see why singing would be an issue as she's an intelligent being able to make her own choices. Or because they chitter they're the first humans to realize mermaids aren't animals.

I decided to follow movie logic for Nori's story, so I didn't put any effort into researching animal welfare laws, but the general idea is that mermaids in this story are simply considered intelligent animals like dolphins despite their ability to speak. Since she's "an exotic animal" I imagine that the band might need an animal handling license to use her as part of their performance.
