I think the downside of getting help from the Commonwealth was exactly the downside of being a part of it: owing something. It was never meant to be an equal partnership but closer to being conquered by the Commonwealth. Just like inside its walls things aren't exactly equal for everybody. And yeah, Pamela and Hornsby aren't proper villains in my eyes, they're just meant to represent the horrors of the 'old world' compared to the walkers in this 'new one'.

No spoilers: The actor who plays Lance, Josh Hamilton, said in an interview on The Walking Dead 'Cast podcast that he and showrunner, Angela Kang, talked about Lance being from the working class. Lance's father worked as President Milton's (Pamela's father) chauffeur. So Lance always had proximity to the powerful & prominent, but could never reach it himself. He grew up in the Miltons' orbit. He also said in that podcast interview that Lance felt personally rejected by Maggie because Lance believed he & Maggie could become a power couple in the apocalypse and rule several communities. On a panel at 2023's Atlanta Comic-Con, Josh also said that Lance was supposed to have a gambling addiction, so Josh did a lot of research into it, but then the writers never put that into the script.
