Eren has the Attack Titan that he inherited from his father. BUT he also has the Founding Titan that Grisha stole from the Reiss family (Grisha gave his titan powers to Eren after the attack on the Reiss family thus bequeathing Eren both powers). Eren has them both but cannot access/use the Founding Titan because he is not of royal blood. He can freely use the Attack Titan as we have seen before.

Little piece of info: the original name of this manga/anime is Shingeki no Kyojin, which is also the name of the titan Eren has (it can be heard at 14:29). The correct english translation for the title should have been “The Advancing Giant/Titan” (or something along those lines), which, as intended by the author, refers to Eren himself, and to the power he possesses. The official english translation “Attack on Titan” makes little to no sense, and is just wrong, which is why I always encourage people to use the original name instead of the english one.

The 13 Year rule only applies to people who inherit one of The Nine intelligent titans. The brainless one live forever. When they flash to Ymir and Eren's voice is talking over the scene about "all subjects of Ymir are connected through paths that intersect at one coordinate, The Founding Titan." It's more about what Ymir is looking at, the glowing beams being "the paths" and you can see them all connect into one point. If you went back and refreshed on the season 2 episode that has her back story with the context now from these episodes it sheds a lot of light on certain things like her name. Ymir isn't her original name and we never find that out. She was a homeless Eldian from Marley that a kind of scam cult found of the streets and renamed her to "Ymir" after the original ancestor Ymir. They had her pretend to be royalty to scam people who worship Ymir and she goes along with it even though she knows it's all BS. Marely eventually finds out about the cult and bring them all to same place Grisha's friends are being transformed in these past 2 episodes and she "serves her sentence" as a pure titan for the next 60 years. It's why she said her and Historia had so much in common, they were both made to take fake name and live fake lives.
