re: the swinginess of using 3d6 to generate scores for a roll-under system: When I first read Whitehack, it seemed redundant to have Attack Value and Saving Throw stats (determined by class/level) in addition to rolling for ability scores. But nonrandom target numbers for combat and other directly-lethal parts of the game allows for balance and maybe more importantly, a consistent tone (whether gritty or superheroic), while maintaining the fun of rolling 3d6 to see how much your character can bench press. There's probably a dozen games now that claim to take inspiration from both Whitehack and The Black Hack. Of them, I've only read Sharp Swords and Macchiato Monsters, but both of them follow The Black Hack's lead and omit nonrandom combat stats. I don't want to call that a design mistake, but I think I'd go the Whitehack route if I ever wrote my own roll-under game.

That's similar to what I feel. I'm okay with randomized attack stats, but I'd rather it be in the 5-15 range rather than the 3-18.

One thing I did with SS&SS to minimize the characters who rolled many 18s was use a Difficulty rule. That way, he doesn’t have 90% chance of success all the time. Tough situations will challenge him too.
