Better Exceptions v1.04 Hotfix (Patreon)

Fairly small update to BE to help remove false positives toward WW scripts, and closed a loophole where some invalid tuning mods might be missed. This should improve BE's accuracy even further.

Also made sure that the tuning scanner only activates if invalid tuning was found, which will cut down on reporting times for those with older hard drives.

Expect another update soon, just have more testing to do before it's ready :)
