I don't know why, but I like the idea of Hinata's mother never opening her eyes, as she has trained her Byakugan to the level that the veins normally present when using it didn't appear anymore in normal day to day use, and that she just see through her eyelids. 

She'll only open her eyes if there is a super difficult enemy, or if it's someone she is particularly close to.

If I ever try to make a Jonin uniform for her, I think I'll want to use the forehead protector as a blindfold.
