What Aang or Korra struggles to learn isn't based on the element they are born into. It's based on their personality. Aang struggled with earth because he had trouble grounding himself and sticking up for himself. Korra struggles with air because she's a hot-head who treats all bending as nothing more than a way to fight.

A popular observation is that ATLA was about a person learning to be the Avatar, while Korra is about an Avatar learning how to be a person. They are very opposite from each other.
