I was wondering if there was a blender version of this and if it was already done since I'm not sure I would ever use Zbrush

It's the exact same process in Blender actually. Export your low poly mesh as an FBX with all the objects named "objectName_low", then while you have your Subdivision modifiers active, rename all your objects as "objectName_high", and re-export the high poly mesh. From that point, all the steps in substance painter are the exact same :)
