This season does bring up a really interesting question: at what point does a nation's land stop being rightfully its land? Zaofu was part of the earth nation until 3 years ago, it is secession for Suyin to refuse to be re-assimilated? How long is a long enough time? And these are questions that have a ton of relevance today. That's something I really like about Korra, that it can ask these big questions even if the answers are sometimes messy.

Until Kuvira took over, the Earth Kingdom seemed less like a united nation and more like a collection of city-states. There were two Earth Kings in ATLA, Bumi and Bosco’s papa. It’s possible Zaofu was similarly an independent village.
