My head canon explanation is that Aang could enter the Avatar State earlier and younger because he started his life as a monk Airbender, which gave him more ready access to the "spiritual side" of his Avatar abilities, which Korra has not connected to yet. Since Airbending has been giving Korra so much trouble she just can't tap into that side of her power yet, but as she grows I hope to see it manifest.
