You made the right choice turning down Ms. Ivory Tower, also in order to see Jacob's art you need to click on the 2D art option in the Render section.

Additionally, the 2D art isn't obtained instantly. You can purchase the art during most freeroam sections, and it will become available during the next freeroam. Also, the lines about scenes are requirements, so to have Jill's first image available for purchase you had to have unlocked her scene in episode 5.
