Voting system is in coming. Here are the plan I come up with.
Each Tier has difference power votes.
So I would like to hear your though about it.
This will help me make decision on the future.

Hmm, given that depending on what you're making, people may change their tier for a given month i'm not sure you should weight the votes.

If you do the 2 polls in 1 month method you talked about i would say the first vote (deciding the series) should not be weighted and the second one (deciding the characters) could be weighted. This gives your patrons equal opportunity to help choose the series but your patrons that contribute more can give stronger input on what characters they would prefer to see.
