So the OVA your talking about is “Shin” which takes place after the series ends (so after S3) and it is canon

Something that seemed very interesting to me and was not explored much in the series is the relationship between Hayama and Haruno. With the little we have seen them interact, especially in this episode, I get the impression that they have an arranged marriage. That's why Hayama doesn't want to have romantic interests in general, and I believe that's the reason why he couldn't "pursue" his interest in Yukino in the past.

The themes of authenticity, lies, dependency, and co-dependency are recurring throughout the show. We see how characters are forced to choose between being genuine or lying in order to handle the situations they face. Hachiman values genuineness but realizes he must also lie to protect those he cares about. This juxtaposition shows how he learns to navigate the fine line between lying and being genuine. Dependency; individuals relying on each other for support and love, both finding value in the relationship. Codependency; the Codependent individuals feel worthless if they aren’t ‘needed’ and thus make]ing drastic sacrifices for the enabler (other individuals). Hachiman, Yui, and Yukino are in a dependent relationship, but Haruno sees Hachiman as the enabler and Yui and Yukino as codependent individuals willing to sacrifice themselves for Hachiman's happiness. This leads to the realization that they are all lying to themselves and others about their genuine feelings to maintain their trio, similar to how Hayama and his group behaved at the beginning. Overall, the show explores complex themes of authenticity, dependency, and co-dependency. It's best to finish the show and reflect on the information in its entirety. Sorry I feel like I messed up the flow and contradicted myself but hopefully it sort of makes sense.

Yukino's parents wanted Hayama and Yukino to be wed. If I remember that correctly, it's been awhile. It makes sense why Yukino is not friends with Hayama because how fake of a person he is and we know Yukino hates those types of people. Haruno doesn't like Hayama that much because he failed Yukino in the past by not being there for her when they were little. That's why she likes Hachiman so much because he's literally always there for Yukino to help her.

Sadly enough it's canon. The hate it gets is deserved because the author is milking and destroying it! Everyone wanted 14.5 to be adapted but nope.

Even in the books it always stayed vague how their relationship works. But there was no arranged marriage between Hayama to any of the sisters.

It’s not the author’s fault, it’s the studio’s fault. Watari Wataru (author) has publicly complained multiple times about his editor and others wanting to stir the story towards a different direction which we clearly see in the OVA. But there’s nothing he can do, at least that’s the way he sees it.
