Not Korean at all, but I'll jump in. I'm originally from Southern California and my dad grew up not far from something called the Korean Friendship Bell. It was a gift from the Republic of Korea to the US on our bicentennial. From what I remember, they rang it three times a year. Midnight on NYE, on Korean Liberation Day and the 4th of July. I went a few times on the 4th in the 2000's. They rang it 13 times (with a big log) and everyone would shout out a colony each time, then three more and each time everyone shouted for the reunification of Korea. Google tells me they ring it more often now but I don't see then following the colonies with the cheer for reunification anymore. My entire knowledge of Seo Taiji is from when ATEEZ performed Anyhow Song on their episode of Immortal Songs. I love that performance.
