Stream Protocol Adjustments (Patreon)

I have had a number of concerns regarding suggestion streams, from both new patrons and veterans and I am going to adjust the number of suggestions a stream viewer to make in order to hopefully allow more diversity and get some newer faces (or those not blessed with RNGesus' favour) more opportunities.

From now on, $20+ Patrons will be limited to 2 raffle suggests per 2 week period, while other patrons will be limited to 1 per 2 weeks. I will be keeping tabs on winners each period to ensure things go accordingly.I apologize if anyone is unhappy about these changes.

I hope to see more new faces at the streams!
