This was supposed to be somewhat of a sequel to Galactic politics, as the Promiscuous Queen is always looking to liven up the day; especially off planet--and dreary days like in the senate meetings. And here she's doing what she usually does to other races in the galaxy; being a flirtatious tease. It's not like she's expecting to get any takers; They still are in the house of the Senate, after all. and that sort of thing is frowned upon, winkwinknudgenudge.
