Belgium is traditionally made fun of by the British in cinema and television (Monty Python does it a lot) (https://www.youtube.com/watch?v=1BuRmG9tumg). Firstly its because Britian helped support the fledgling country when it revolted and split from the Netherlands in the 1830s and Britian used it as an excuse to ensure the French didn't get hold of it and as a neutral buffer state between France and Germany. Because of this, from the beginning it was stereotyped in popular culture as a small and insignificant country. The way the Germans used Belgium as a route twice to attack the French didn't help! I lived in Brussels for a year and lets say they don't help themselves either- there are the Walloons and Flemish (French and Dutch speaking and cultures) and they hate each other with a passion.

"Dubliners love to label people. If you were born and raised outside of Dublin (and in Ireland) – you are a ‘Culchie’. ‘Culchie’ is a pejorative term in the Hiberno-English dialect for someone from rural Ireland. However, in recent years the ‘Culchies’ have reclaimed this as term of endearment and pride of their small town or country background."
