I'd say the t-shirt and fan combo keeps her the coolest. But the open air of the second one seems comfy. Tough call, but all 3 are amazing as always.

Exactly! The cool air catches inside the shirt, cools the shirt and herself fantastically.

T-shirt, definitely. All the extra and heavy pieces of her normal outfit would catch the heat and impede the airflow, even if it's unbuttoned and panties lowered.
