I think Tasha is right. There is something weird with that (former) military investigator so focused on Frost. I put former in parentheses because I think she is still covertly with the military. Here's my theory. They want to copy Frost's powers and create an army of "frost" soldiers. I think of how dismissive she was towards the mention of Snart. "He was just a guy with a gun." The military already has a bunch of those. They don't want just a bunch of cold guns. They want humans with cold powers. Super Soldiers (ahem, Marvel). They have Blaine's chip and can figure out how to duplicate it and copy powers. After all, remember several seasons ago, Ivo Labs had AMAZO, and now a worker at Ivo Labs was killed by Blaine. Since AMAZO was destroyed, and the pieces scattered by Team Flash, they had to find another way to copy powers. Blaine's chip technology should do the trick. Also, they brought in a mental health "expert" to give Caitlin a psychological exam, saying it was standard procedure. Maybe they want to study how being Frost for all these years affected Caitlin, to see how it would affect any soldiers they gave those powers to by duplicating the chip and those gauntlets.

2021-07-11 22:13:21 Episode 6 & 7 were the episodes they were working on just before, and just after winter holidays. I think the reason Carlos was gone this episode, like Grant last one, and we had almost no Candice this episode. It was them giving them all a few extra days before, or after the break to accommodate the fact they dont get to leave town this year, so they could at least have a chance to maybe leave for a few days.
