Someone getting completely carried away experimenting with their newly inflatable body; an inflatable doll, left to soak in an elasticator for a month, is now inflating out of control; or, perhaps, a city's unique way of dealing with some soon to be heavy rainfall.  Whatever is going on, I'm sure the air pump won't be turned off anytime soon.
