That Steam has decided to sell unfinished Patreon developed games is IMHO, one of the worst decisions ever made by the platform. It's something that I will never ignore when making decisions about where I will be buying my games in the future. As to a way for Steam, and Patreon as well, to fix this issue I think requiring a development roadmap for every project would be a good start. A roadmap for game development couldn't of course be exact, unforeseen issues do develop, but just being able to track how often a dev missed their goals would be a valuable tool for the consumer/patron.

I wouldn't mind if there was any type of standard with development expectation. I get that there is a hard size cap for android games that mean some of these projects have to be broken into parts. Maybe some other tier of early access called "episodic"?
