The art in this is incredible. I'm guessing they have a very small team if it takes this long though.

I think they started small. The Patreon really picked up in the past 18 months and they now have 3 artists and an animator. I think the big delay is in the story. They are in the process of basically rewriting a huge portion of the game's plot.
