I think Toshiro's popularity has to do with the fact that: He's a child prodigy, His Relationships with Rangiku and Momo, him being one of the kindest Soul reapers we meet on the show (Which is honestly why he usually loses tbh because he never fights to kill besides his fights with Gin and Aizen in the soul society Arc), and he has a good design and power set is actually cool AF. I can see pretty much anyone liking Toshiro or Rukia tbh which why they're both super popular. Also Toshiro jumped to #2 on the second popularity poll which came out when he and the other soul reapers were fighting Grimmjow's Subordinates. In the next poll (which came out during the captains showed up in Hueco Mundo) he was #1 and Rukia got here #2 slot back. The next poll was a zanpakuto poll and His and Rukias had the same spots and the next character poll after that was the 7th poll and Rukia became #1 and he dropped back to 2 and finally the most recent poll from like 2 years ago had Rukia at #1 and Toshiro Dropped to #8
