As far as the Falna goes, as soon as you get it, there is a flat increase to all of the users abilities. I've roughly narrowed it down to a numerical value just to make sense of the stats on falna and how they increase during a level up. So, starting off, the initial benefit of the Falna is invisible like all level ups.

Base Body x 1.5.

So, as soon as anyone got a falna, they would see a 50% increase in all physical abilities and magic power.

Moving on, we come to the level up. Simply put, to level up an adventurer not only has to accomplish a feat worthy in the eyes of the gods, they have to have at least a single stat reach 500. Now, contrary to popular belief, an adventurer doesn't actually have to overcome some enemy stronger than them in a grand fight. Otherwise, level up's would be a lot more common and Welf would have probably levelled up from 1v1'ing a Silverback and winning or something long before he met Bell. It just has to be an exceptionally grand feat, such as kicking the shit out of a minotaur as a level one or fucking a virgin goddess silly and claiming their virginity for themselves. Hell, keep in mind what levelled up Bell to level 4, was fighting and losing to Asterius and that's canonly stated by the novels, no mention of everything else he went through as a level 3, nope, it was just that fight that levelled him up.

Anyway, moving on. As far as the level up boosts go, it is both a flat add on and a multiplier, which are invisible. The flat add on is +200 and then multiplied by 3 and that becomes their invisible base on the next level. Let me give you an example using what I believe an average Level 1 that reaches Level 2 will have as stats.

Name: Average Noob
Age: Average
Familia: Average Familia
Race: Average Peepeee

Strength: 400 + 200 = 600 x 3 = 1800(Level 2 base)
Endurance: 400 + 200 = 600 x 3 = 1800(Level 2 base)
Dexterity: 400 + 200 = 600 x 3 = 1800(Level 2 base)
Agility: 550 + 200 = 750 x 3 = 2,250 (Level 2 base)
Magic: 300 + 200 = 500 x 3 = 1500 (Level 2 base)

Their level 2 base here, is their invisible starting point from their new level. And whatever stats they gain, if they manage to level up again will gain another +200 add on and 3x multiplier.

As for how I got those numbers. To be honest, I took Apollo's main bitches stats as his average on level ups and how he dismantled Bell in their first fight and based it on that. Without an add on before the multiplicative, Bell would have clapped him instead and with anything higher than the two hundred, things get too dicey later on for a lower level to punch above their level.

Anyway, this is all important in regards to Caelan, because his base starting point is ever evolving in strength, albeit slower than his falna stats. And because of that, the base x 1.5 with the initial Falna upgrade, is basically an ever rising number. For example, let's say show a base numerical value for Bell stat wise and Caelan stat wise, just one number each and not every stat, it would be their average across the board anyway and keep in mind this is just an example.

Bell: 100 x 1.5 = 150
Caelan: 1000 x 1.5 = 1,500

So, as you can tell by this, these would be the invisible add ons to their falna stats from their base + initial falna. So, using this as an example, Caelan would in fact have an invisible 1500 added on to his status across the board while Bell would have an invisible 150.

This is very important because these invisible numbers are also basically added on to the level up multipliers as well. So if Bell had a stat at 1000 on level up, he would get that invisible 150 added on to it, then the +200 add on and then the 3x multiplier. So on level up, that stat's starting point would actually be 4050 instead of 3600. And in Caelans' case, if he had a stat of 1000 on level up, he would get that 1500 added on, then the +200 and then 3x multiplier, making his level 2 base be 8,100. And this really adds on later.

This is why Gods are generally more interested in Amazon's, Dwarf's, Elf's etc over humans, because they have much bigger outliers naturally and will normally be superior to the likes of a human, especially a twiggy one like Bell even if they were the same level with the same in general stats in which their race spec into.

Question. Is this before canon or does Bell not exist in this timeline. I’m sure you mentioned it somewhere in the story but I have smooth brain and forgot.
