I was confused about so many things my first time watching Code Geass. Still my favorite anime so many years later. I believe it's mentioned in the prologue at the beginning of episode 1, but when Brittania invaded Japan 7 years ago, Japan had 0 Knightmares. That's why Todoh is known as the miracle worker. In a very famous battle, he and his forces held out against Knightmares without having any themselves.
