While construction like this is certainly helped by supers, Sydney's greatest civilian work would be undersea construction. She has a (so far as we know) impervious shield, power to control her location in 3 dimensions, and a manipulator that works outside her shield. Give her some some oxygen tanks and a carbon dioxide scrubber and she could work at ocean depths unreachable by anything other than a bathysphere for hours without exhaustion, decompression, or other normal diver worries. Granted, she'd need to be very focused as dropping her shield for even a millisecond would result in her being instantly crushed by hundreds of pounds of water pressure.

She could go underwater, and hold her position with the flight orb, but as soon as she let go of it to us the lighthook, she'd start floating up immediately. There'd need to be some anchor system to keep her in place.
